The general elections held on October 4 marked the first time in Bosnia and Herzegovina that new electoral technologies—involving biometric voter identification and authentication, ballot scanning, and rapid results transmission—were implemented nationwide.
Initial post-election data indicate a biometric identification success rate exceeding 97%, while the IDDEEA systems and infrastructure utilized for the electoral process experienced no recorded service interruptions throughout the day.
The Central Election Commission of BiH spearheaded the introduction and implementation of these new electoral technologies, while IDDEEA BiH provided the critical state digital infrastructure for voter identity verification—specifically ensuring access to official records, identification document data, web services, information systems, and telecommunications infrastructure. Election day figures best illustrate the scale of the operation: approximately 1.4 million citizens cast their votes, while IDDEEA’s systems and services remained continuously available to the election administration. Throughout election day, IDDEEA’s expert teams monitored system and infrastructure performance and maintained direct communication with relevant institutions to ensure an immediate response to any potential issues. Isolated issues primarily involved damaged identification documents, a specific number of identity cards issued during September, and difficulties in scanning fingerprints for elderly individuals and those with impaired fingerprints. These situations did not result in any service interruptions or unavailability of IDDEEA’s central systems. Furthermore, both immediately prior to the elections and on election day itself, IDDEEA enabled citizens to collect the documents necessary to exercise their right to vote. A total of 770 identification document transactions—comprising both submissions and issuances—were recorded on October 3 and 4: 312 on Saturday and 458 on election day. Citizens were issued 666 documents, and 104 new applications were received, alongside an additional 60 applications related to permanent and temporary residence.
These results are the product of the collaborative efforts of the Central Election Commission (CEC) of BiH, election administration bodies, polling station committees, operators, technical teams, IDDEEA, and other competent institutions. The first full-scale implementation of new election technologies demonstrated the vital importance of reliable state records, secure data exchange, and stable digital infrastructure to the modern electoral process. For IDDEEA, election day represented one of the most demanding tests of the systems and infrastructure the Agency maintains to support the institutions of Bosnia and Herzegovina. The results are highly measurable and concrete: we achieved a biometric identification success rate of over 97%, approximately 1.4 million voters exercised their right to vote, 666 identification documents were issued immediately prior to and on election day, and the IDDEEA system operated without any recorded interruptions throughout the entire election day. When it mattered most, the state’s digital infrastructure performed stably and reliably.
IDDEEA BiH extends its congratulations to the Central Election Commission of BiH for conducting the election process, as well as to all the institutions and individuals who participated in its implementation. Special thanks go to the citizens of Bosnia and Herzegovina who, by turning out to vote and freely expressing their will, have once again demonstrated that democracy belongs to the citizens and that the future of Bosnia and Herzegovina is built through their votes.
