Registers

The register of identity cards and identity cards for foreigners is linked with the registers of the JMB and with the registers of permanent and temporary residence by the JMB. All data for a single person is stored in the ID card registers and linked to other registers using JMB. Data are submitted to the central registers by the source authorities electronically, without delay, in compliance with the operational and technical solutions established by the Agency.

The purpose of this register is: enforcing the Law on the Identity Card of BiH Citizens (“Official Gazette of BiH”, no. 32/01, 16/02, 32/07, 56/08, and 18/12); enforcing the Law on the Movement and Stay of Aliens and Asylum, including its provisions related to identity cards for foreigners; keeping a record of all citizens who have identity cards of BiH; keeping a record of foreign citizens who have permanent residence and an identity card for foreigners; control over the monitoring of the issuance of identity cards; verifying their validity; verifying the identity of the cardholder; and preserving the security and integrity of the ID card.

Each record in this register contains the following information: a) JMB; b) photograph; c) handwritten signature; d) date of issuance of the identity card; e) date of expiry of the identity card; f) ID card number; g) data on the identity card issuing authority; h) data on the lost identity card; i) data about the prohibition on using an identity card; j) data on fingerprints; k) data on blood group; l) entity citizenship; m) data on the entry of data and on the person who entered the data in the register of births and the register of citizens; n) data on the person who verified the data in the register of births and the register of citizens.

The register of passports, official passports, diplomatic passports, and travel documents is linked by personal identification number (JMB) with the registers of the JMB, register of permanent and temporary residence of BiH citizens, and register of identity cards and identity cards for foreigners. All data for a single person kept in this register are linked with other registers based on JMB, and the data are submitted to the central register by the source authorities electronically without delay in compliance with the operational and technical solutions established by the Agency.

The purpose of this register is: enforcing the Law on Travel Documents of Bosnia and Herzegovina (“Official Gazette of Bosnia and Herzegovina”, 4/97, 1/99, 9/99, 27/00, 32/00, 19/01, 47/04, 53/07, 15/08, 33/08, 39/08 and 60/13); controlling and monitoring of passport issuance; verifying the validity of the passport; verifying the identity of the passport holder or the person to whom the passport was issued; preserving the security and integrity of the passport; and registers of persons residing outside Bosnia and Herzegovina.

Each record in this register contains the following data: a) JMB; b) photograph; c) handwritten signature; d) data on fingerprints; e) data on staying abroad; f) data on the passport issuing authority; g) type of passport; h) passport serial number; i) data on passport status; j) data on the publication related to the loss or disappearance of the passport; k) passport issuance date; l) passport expiry date; m) data on data entry and on the person who entered the data in Birth Registry Book and Citizens’ Registry Book; n) data on the person who verified the data in Birth Registry Book and Citizens’ Registry Book.

Travelling certificates are issued to citizens of Bosnia and Herzegovina in diplomatic and consular representations (DCR) of Bosnia and Herzegovina around the world. Data on requests for travel documents and issued forms of travel documents through competent DCRs are submitted to the registers technically maintained by the Agency.

The Agency technically maintains and electronically archives data and all information about submitted requests for issuing and replacing passports. All data submitted by the competent authorities on issued, lost, stolen, missing, destroyed, and canceled passports are archived in this register. We are responsible for the personalization of civil, service, and diplomatic passports, as well as passports for refugees, displaced persons, and stateless persons.

The Register of driving licences is linked by the JMB number with the JMB Register, the Register of permanent and temporary residence, and the Register of ID cards . All data for a single person kept in the register of driving licences are connected with other registers by the JMB, and the data is submitted electronically to the central registers by the source authorities without delay in compliance with the operational and technical solutions established by the Agency.

The purpose of this register is: enforcing the Law on the Basics of Road Traffic Safety in Bosnia and Herzegovina (“Official Gazette of Bosnia and Herzegovina”, 6/06, 75/06, 44/07, 84/09, 48/10 and 18/13); maintaining a list of all driving licence holders in Bosnia and Herzegovina; supervising the issuance of driving licences and preventing the issuance of duplicate driving licences; proving the validity of the driving licence; preserving the protection and integrity of the driving licence as a document; supporting authorised enforcement authorities in Bosnia and Herzegovina and with their driving license-related investigations.

Each record of the register of driving licences contains the following data: a) JMB; b) photograph; c) handwritten signature; d) data on fingerprints; e) driving licence serial number; f) date of issuance of a driving licence; g) the date of expiry of a driving licence; h) the driving licence issuing authority; i) driving licence status; j) data on registered categories and subcategories (category or subcategory, date of application, place of application, date of certificate, number of certificate, competent authority); k) data on registered restriction (name of health care institution, type of restriction, number of certificate, date of certificate); l) data on the entered protective measure (type of imposed measure, competent authority, decision/order number, date of decision/order, prohibition period, categories and subcategories for which the protective measure was entered); m) data on health capacity (name of health institution, type of limitation, number of certificate, date of certificate); n) data on imposed protective measures (type of the imposed measure, competent authority, decision/order number, date of decision/order, status, prohibition period, category for which the protective measure was imposed); o) data on the ban on issuing a driving licence ; p) date of deposition of a driving licence ; r) date of return of driving licence ; s) reason for  withdrawall of a driving licence .

Data concerning all the requests and documents in the process of issuing, replacing and extending a driving licence is submitted to the Register of driving licences.

Electronic registration of issued local border traffic permits with personal data for citizens of the Republic of Croatia is required for the performance of duties defined by the Decision on the Assignment of the Agency for Identification Documents, Registers and Data Exchange of Bosnia and Herzegovina for personalization, technical processing and register keeping on local border traffic permits (“Official Gazette of BiH”, 64/13). The objectives of this decision are to enable: a) personalisation of local border traffic permits; b) technical processing of local border traffic permits; and c) maintaining registers of issued local border traffic permits for the citizens of the Republic of Croatia.

Each record in this register contains the following information: a) ID of the holder; b) ID status; c) name; d) last name; e) surname at birth; f) date of birth; g) place of birth; h) country of birth; i) citizenship; j) gender; k) place of permanent/temporary residence; l) residential address; m) marital status; n) occupation; o) serial number of the local border traffic permit; p) issuing date; r) expiration date; s) competent issuing authority; t) border areas where the permit is valid; u) border crossings where the permit is valid; v) the status of the local border traffic permit; z) photograph; aa) signature of the holder of the local border traffic permit; bb) fingerprints; cc) data on the travel document based on which the permit is issued (type, number, competent authority, place of issue, issuing date, expiration date).

The data from these registers is promptly and without delay provided to the Agency electronically by the Ministry of Foreign Affairs of BiH and the Border Police of BiH in compliance with the agreed operational and technical solutions.

Subject to the applicable legal regulations related to central data registers and personal data protection in Bosnia and Herzegovina, the Agency for Identification Documents, Registers, and Data Exchange of Bosnia and Herzegovina technically manages and maintains Register of seafarer’s passports and maritime ID cards at the level of Bosnia and Herzegovina.

The purpose of the Register of seafarer’s passports and maritime ID cards is to regulate and monitor the issuance of seafarer’s passports and maritime ID cards, verify their validity, verify the identity of the document holder, and preserve the security and integrity of those documents.

Each record in the Register of seafarer’s passports and maritime ID cards contains the following information: a) biometric photograph; b) last name; c) name; d) gender; e) JMB; f) date of birth; g) place of birth; h) biometric signature; i) issuing authority; j) type of document; k) serial number of the document; l) status of the document; m) data on the publication regarding the document’s loss or disappearance; n) issuing date; o) expiration date; p) data about the data registration or download and the individual who carried out the registration or download; q) other data related to the issuance of the document.

The register of permanent and temporary residence of BiH citizens is connected to the register of the JMB based on the JMB. Every piece of information stored in the register for a single individual is connected to their place of temporary or permanent residence based on the JMB. Competent authorities, within their purview, carry out the registration procedure for permanent and temporary residence of citizens, as well as registration procedures for permanent and temporary residence, change of address of the apartment of the permanent and temporary residence, and deregistration of the permanent and temporary residence. Data and information from all permanent and temporary residence procedures are submitted and stored in the Register of permanent and temporary residence of BiH citizens, which is technically maintained by the Agency.

The purpose of this register is: implementation of the Law on Permanent and Temporary Residence of the Citizens of Bosnia and Herzegovina (“Official Gazette of Bosnia and Herzegovina”, 32/01 and 56/08); maintaining a list of all places of permanent and temporary residence of citizens registered in BiH; automation and establishment of a consistent system of registration and deregistration of residence in the entire territory of BiH; verification of the place of permanent or temporary residence stated by the citizen; maintaining lists of populated places and streets in Bosnia and Herzegovina; and maintaining other nomenclatures related to permanent or temporary residence.

The following details are included in each entry in this register: a) JMB; b) place of permanent residence; c) municipality of permanent residence; d) postal code; e) street of permanent residence; f) house number; g) entity; h) canton of permanent residence; i) status of permanent residence.

The Register of personal identification number is a primary register containing data that uniquely identifies a person, i.e. a citizen of Bosnia and Herzegovina. This register contained all fundamental data required for all other registers maintained by the Agency. The connection between this register and other registers is a personal identification number. Data on the personal identification number shall be submitted to the Agency electronically immediately and without delay by the source authorities in compliance with operational and technical solutions within the framework of regular procedures, procedures for refugees from BiH, and procedures for displaced persons.

The purpose of this register is to implement the Law on Personal Identification Numbers (“Official Gazette of Bosnia and Herzegovina”, 32/01, 63/08, 103/11, and 87/13), as well as to maintain and preserve the integrity of the unique identification system for all citizens of Bosnia and Herzegovina and persons residing in BiH who have been issued personal documents, passports, or other identification documents.

Each record in this register contains the following data a) JMB; b) name; c) last name; d) other surnames; e) name of one parent; f) parent’s last name; g) gender; h) date of birth; i) place of birth; j) residence at the time of registration in the birth register; k) municipality of birth; l) country of birth; m) entity of birth; n) canton of birth; o) citizenship; p) name change; r) earlier JMBs; s) gender change; t) data on full adoption; u) status of a person; v) status of JMB.

Also, changes to personal data, replacement, and cancellation of JMB in compliance with current regulations, as well as a record and registration of the death of a person are entered, processed, and submitted to the Register of personal identification number by competent authorities as data owners.

The Agency for Identification Documents, Registers, and Data Exchange of Bosnia and Herzegovina handles the technical processing, personalisation, and maintenance of the Register of personalised cards for digital tachographs.

The purpose of this register is to enable personalisation, technical processing, and registers of driving cards, carrier cards, supervisory authority cards, and workshop cards, and to enforce the law on working hours and mandatory breaks for mobile workers and devices in road transport (“Official Gazette of Bosnia and Herzegovina”, 48/10 and 66/16).

Each record in this register contains the following data: a) request type; b) name and surname; c) JMB; d) date of birth; e) place of birth; f) gender; g) mother tongue; h) address of permanent residence; i) desired mailing address; j) occupation; k) telephone; l) mobile phone; m) fax; n) e-mail; o) driving licence number; p) the country that issued the driving licence; r) name of the issuing authority; s) categories of vehicles for which the licence holder is authorised; t) driving licence issuing date; u) driving licence expiration date; v) the name of the competent card issuer; z) card number; aa) card issuing date; bb) card expiration date; cc) photograph; dd) signature; ee) card status; ff) card type; gg) name of the legal entity (or natural entity who disposes with the vehicle); hh) ID of the legal entity; ii) address of the legal entity; jj) address of the registered office of the legal entity; kk) telephone, mobile phone, fax, e-mail of the legal entity.

The competent authorities, defined in Article 17 of the Law on working hours, mandatory breaks of mobile workers, and road transport devices (“Official Gazette of Bosnia and Herzegovina”, 48/10 and 66/16), electronically submit data to the Agency’s central register immediately and without delay, subject to defined operational and technical solutions.

Based on JMB, registration documents and vehicle registration registers are connected to JMB Register, Register of permanent and temporary residence, and ID card Register. Every piece of information stored in the register for a single individual is connected to other registers based on the JMB, and the source authorities submit electronically such data to the central registers immediately and without delay in compliance with the operational and technical solutions established by the Agency.

The purpose of this register is: implementing the Law on the Basics of Traffic Safety on Roads in Bosnia and Herzegovina; maintaining the list of all vehicles in the country; supervising the issuance of registration numbers and preventing the issuance of duplicate registration numbers; confirming the legitimacy of vehicle registration numbers and documents; maintaining the security and integrity of registration numbers; maintaining registers of stolen vehicles and exchanging information between authorities in Bosnia and Herzegovina and abroad; aiding authorised law enforcement bodies in investigations in Bosnia and Herzegovina and abroad; and managing vehicle-related nomenclature.

Register on registered vehicles and vehicle registration documents contain the following information for each individual record: a) registration number; b) make; c) model; d) year of production; e) vehicle type (text, 40); f) vehicle category; g) engine number; h) type of engine; i) chassis number (text, 17); j) date of first registration; k) place of first registration; l) initial registration number; m) colour; n) type of paint; o) shade; p) complementary colour; r) competent registration authority for vehicles; s) place of registration; t) property of the holder; u) JMB or JIB holder; v) name, surname, and address of the holder of the registration; z) type of ownership; aa) JMB or JIB holder; bb) name, surname, and address of the owner of the vehicle; cc) information about stolen or lost documents; dd) date and place of disappearance or theft of the vehicle; ee) information about prohibitions and bans on disposing of the vehicle; ff) date of sale or date of disposal of the vehicle; gg) vehicle  certificate of title number; hh)  vehicle registration certificate number; ii) number of sticker or label; jj) data on the status of registration documents; kk) data on stocks of registration documents; ll) data on ranges and stocks of plates; mm) other technical data about the vehicle.

The Register of fines and misdemeanour is, based on the JMB, connected to the JMB Register, Register of permanent and temporary residence of BiH citizens, Register of identity cards and identity cards for foreigners, Register of passports, service passports and diplomatic passports, Register of driving licences and Register of registered vehicles and vehicle registration documents. The source authorities submit data electronically to the central registers immediately and without delay in compliance with the operational and technical solutions established by the Agency.

The purpose of this register is to implement the Misdemeanour Law of Bosnia and Herzegovina, keep a register of fines imposed for misdemeanours, other misdemeanour sanctions, and procedural costs in compliance with the regulations on misdemeanours in Bosnia and Herzegovina, and provide information from this register to authorised bodies in BiH.

Register of fines and misdemeanour contains data as prescribed by the regulations on misdemeanours in BiH, namely: a) data on the authority and official who imposed the misdemeanour sanctions; b) data for a phisycal entity (name, surname, father’s name, permanent address and place of employment); c) data for a foreigner (passport number, i.e. identity card, country of passport issuance, date of birth, place of employment); d) data for the legal entity (name and headquarters and JIB); e) data for foreign legal entities (name, headquarters and number of the register or other registers in the country of the foreign entity’s headquarters, and if the foreign entity has a representative office in Bosnia and Herzegovina, the number of entries in the Register of Representative Offices of Foreign Persons in Bosnia and Herzegovina); f) an accurate account of the offense’s location, date, and time; g) clearly stated misdemeanour penalties and/or actions; h) total damage quantity; i) vehicle registration number; j) the number on the title certificate for the vehicle used to commit the misdemeanour; k) the registration certificate number of the vehicle used to commit the misdemeanour; l) driving licence  number; m) the amount of penalty points; the manner in which the judgement or misdemeanour order is delivered; o) the date the decision or misdemeanour order was delivered; p) the date the decision or misdemeanour order was sent; r) the date the decision or misdemeanour order was issued; s) number of the resolution or misdemeanor order; t) finality of decision u) payment of fines and court expenses; v) execution of misdemeanor sanction and execution status; z) number of the sanction agreement; aa) current status of the procedure; bb) misdemeanor provisions; cc) the procedures total costs.

The purpose of this register is to implement the Election Law of Bosnia and Herzegovina, to automate and create registers for eligible citizens of the country, to create a central voter list based on registers kept by the Agency, and to technically maintain register of the central voter list.

Based on the JMB, the register of the central voter list is linked with the JMB Register, Register of permanenent and temporary residence of BiH citizens, and Register of identity cards. The content of this register is stipulated in Article 3.5 of the Election Law of Bosnia and Herzegovina (“Official Gazette of BiH”, 23/01) and Article 46 of the Rulebook on the Content and Method of Keeping Registers (“Official Gazette of BiH”, 55/15).

Each record of this register includes the following information: a) JMB; b) last name; c) name; d) name of one parent; e) date of birth; f) gender; g) name of the municipality where they reside; h) address of residence or residence (street, house number and place); i) the name of the municipality or electoral unit where the person is eligible to vote; j) voting option; k) polling station; l) date of registration of permanent or temporary residence m) “remarks”.

Based on the data in this register, relevant and up-to-date information is presented, serving as the foundation for assessing the right to vote for each citizen of Bosnia and Herzegovina.

The Agency delivers data from the Central Voter List exclusively to the Central Election Commission via computer data processing based on a unique methodology and programme, the content and method of use of which are determined between the Agency and the Central Election Commission in compliance with the Election Law of Bosnia and Herzegovina. The Agency may transfer data from the Central Voter List only to the Central Election Commission of Bosnia and Herzegovina.
