ReSPA

The Regional School of Public Administration (ReSPA) is a regional organization that supports the governments of the Western Balkans in public administration reform. It offers a strategic framework for reform through regional cooperation and the creation of customised solutions for all relevant institutions, aiming to accelerate changes in public administrations throughout the region.

Support Mechanism

The main focus is on improving the understanding and implementation of EU regulations eIDAS and eIDAS 2.0 among employees of the Agency for Identification Documents, Registers and Data Exchange of Bosnia and Herzegovina (IDDEEA). The initiative aims to align practices in BiH with EU standards through staff education on secure electronic identification, trust services, and the development of a digital wallet.

IDDEEA is actively trying to enhance digital transformation procedures and is primarily responsible for the technical maintenance of digital identification in BiH’s public administration. Training on the technical, legal, and security features of implementing the eIDAS regulations—including the digital wallet—into practice is part of the project. Interactive workshops with experts in digital representation, cybersecurity, and public administration reform are aligned with national digitalization and cybersecurity strategies and support the EU’s Digital Single Market strategy. Expected outcomes include increased public trust in digital services, strengthened cybersecurity, and greater operational efficiency at IDDEEA.

Mobility Programme

The objective of this programme is to support the development of the first digital wallet in BiH, in line with the EU’s eIDAS 2.0 regulation. A study visit to the Swedish organisation Bolagsverket, which already effectively uses this technology, is part of the curriculum.

IDDEEA representatives will have the opportunity to acquire technical knowledge about system architecture, security protocols, relevant software, and legal frameworks.

Special focus will be placed on data protection, privacy, and legal compliance to ensure BiH’s readiness for EU integration. The project will provide guidance on GDPR compliance, integration with eIDAS, and user-friendly solution design. The outcomes will directly influence policymaking and planning for the digital wallet rollout.

This initiative strengthens BiH’s digital infrastructure and supports the EU accession process.

Support for the Development of Individual Software Modules

This project’s primary objective is to develop data visualisation tools for IDDEEA’s Open Data Portal, aiming to increase accessibility and transparency of information in public administration. The goal of the “DataVis+” initiative is to make statistical data more approachable for the general public.

IDDEEA has already established a strong framework for this project, with well-defined objectives and user needs. The project covers not only the technical aspects of visualisation but also ensures high standards of data protection.

Analytical tools and interactive graphs are included in the pilot version to make data interpretation simpler.

Easy access to data on the portal and an increase in user traffic are the anticipated outcomes. The project aligns with BiH’s digitalisation strategy and supports ReSPA’s e-Government initiative.

IDDEEA is also seeking ReSPA’s support in implementing this project as a model for future e-Government services. This initiative contributes to the country’s digital transformation and strengthens EU integration efforts through transparent and secure digital services.
