The Instrument for Pre-Accession Assistance (IPA) is the main financial instrument of the European Union for supporting beneficiary countries in gradually aligning with EU standards and policies. IPA provides comprehensive support to the European integration process through financial, technical, and expert assistance for reforms.

EU Support for IDDEEA
Through the project EU Support for IDDEEA, implemented from April 2021 to July 2023, significant progress was made in the digitalization and availability of data in Bosnia and Herzegovina. Through the creation of cutting-edge applications built on Oracle APEX technology, the project enhanced the Agency for Identification Documents, Registers, and Data Exchange of Bosnia and Herzegovina’s (IDDEEA) IT infrastructure. Additionally, an Open Data Portal was established, allowing for more transparent access to important data.
Particular focus was given to staff training through 18 specialised courses in IT security, network administration, and cyber security, in addition to technological advancements. This project is a significant step in modernising public administration and enhancing digital services for citizens of Bosnia and Herzegovina.

EU4IDDEEA 2019 Equipment Delivery
Thanks to funding from the EU, the EU4IDDEEA 2019 project significantly upgraded IDDEEA’s technological infrastructure. High-quality equipment was supplied across four crucial sectors through a procurement process carried out by the EU Delegation in Bosnia and Herzegovina:
- Personalization and quality control of personal documents was ensured through the procurement of sophisticated devices;
- Security was enhanced through the implementation of video surveillance, access control, fire detection, and intrusion protection systems;
- IDDEEA received new network equipment and storage systems, improving data management capacity;
- 4×4 field vehicles were purchased, enabling better mobility and operational efficiency of field staff.
This project is a significant contribution to the digitalization and data security in Bosnia and Herzegovina.

Strengthening Capacity of IDDEEA for Better Citizen Services
The project will also ensure the alignment of internal regulations of IDDEEA with EU legislation in the areas of data protection, digital signatures, and internal auditing. Through training, study visits, and internships in EU Member States, employee capacities will be further strengthened.
Anticipateedd outcomes include increased transparency, improved data security, enhanced procedures for providing e-services, and better professional competence of staff.
IDDEEA will have greatly enhanced its digitalisation capabilities, allowing individuals to communicate with institutions more securely and obtain information more easily.
Beginning in October 2023 and ending in September 2025, the project is titled “Improving Service Delivery for Citizens of Bosnia and Herzegovina.” Its goal is to enhance service delivery to citizens by strengthening the technical capacities of the Agency for Identification Documents, Registers and Data Exchange (IDDEEA).
Key outcomes include the creation of policies to increase e-services’ accessibility and functionality, enhancements to their security and quality, and the adoption of the open data concept to increase e-participation by citizens and the business sector.
