The Agency for Identification Documents, Registers and Data Exchange of Bosnia and Herzegovina (IDDEEA BiH) hosted representatives of TÜRKSAT, one of the Republic of Türkiye’s leading public technology companies and a company playing a key role in the development and operation of Türkiye’s e-Devlet system.
During the meeting with IDDEEA Director Prof. Dr. Almir Badnjević and his team reached an agreement to establish a concrete framework for future cooperation between the two institutions, including the signing of a Memorandum of Understanding (MoU), which will define priority areas of joint engagement and further steps in developing institutional and technological cooperation.
This agreement represents significant international recognition of the results and capacities that IDDEEA BiH has developed in recent years. TÜRKSAT has recognized IDDEEA as a relevant institutional partner in Bosnia and Herzegovina and expressed its readiness to exchange knowledge and experience, develop concrete joint activities, and provide professional and technological support in areas of mutual interest.
A particular focus of future cooperation will be on cybersecurity, secure communications and optical infrastructure, digital public services, and other advanced technological solutions that can contribute to the further development of reliable and sustainable digital infrastructure in Bosnia and Herzegovina.
The cooperation is further strengthened by TÜRKSAT’s experience in the digital transformation of the public sector in the Republic of Türkiye. TÜRKSAT develops and operates the e-Devlet platform, which represents one of the most significant examples of delivering digital public services to a large number of citizens and connecting public institutions through shared digital infrastructure.
The meeting highlighted numerous areas of common ground between TÜRKSAT’s experience and the infrastructure developed by IDDEEA and made available to institutions and citizens of Bosnia and Herzegovina. Digital identity, qualified electronic signatures, trusted registers, secure data exchange, national communications infrastructure and cybersecurity represent the foundations for further development of modern electronic public administration services.
The fact that TÜRKSAT, as one of the key public technology companies of the Republic of Türkiye, intends to institutionalize cooperation with IDDEEA through the signing of a Memorandum of Understanding confirms that the Agency’s capacities and achievements in digital identity, trust infrastructure, secure data exchange and digital public services are increasingly gaining international recognition.
IDDEEA Director Prof. Dr. Almir Badnjević emphasized that Bosnia and Herzegovina does not need to develop from scratch solutions to challenges that other countries have already successfully addressed, but should connect with institutions and technology partners with proven experience in building large-scale national digital systems.
Such cooperation enables the exchange of knowledge, transfer of experience and faster adoption of proven technological solutions, while fully respecting the legislation of Bosnia and Herzegovina, security standards and the European direction of the country’s digital transformation.
The agreed signing of the Memorandum of Understanding represents the next concrete step. The Memorandum will provide an institutional framework for continued cooperation, exchange of expertise and consideration of joint projects in the fields of cybersecurity, communications and optical infrastructure, digital public services and other technologies of strategic importance.
Through this initiative, IDDEEA BiH continues to build direct relations with relevant international institutions and major technology systems, creating partnerships through which Bosnia and Herzegovina can benefit from leading international experience while simultaneously strengthening its own institutional and technological capacities.
The objective of such partnerships is not technology for its own sake, but a secure and functional digital state in which citizens and businesses can access public services more easily, efficiently and securely.
