Significant increase in unpaid traffic fines under the Law on the basics of traffic safety

According to data on the execution of fines issued under the Law on the Basics of Traffic Safety (ZOOBS), from January 1, 2023, to September 30, 2025, there has been a notable increase in unpaid fines — both among domestic and foreign drivers.

Citizens of Bosnia and Herzegovina – individuals and legal entities
The total amount of unpaid fines for domestic entities has been continuously increasing over the last three years:
• 2023: BAM 9,404,711.60
• 2024: BAM 11,044,012.31
• 2025: BAM 24,759,620.66

Compared to 2024, the amount in 2025 has more than doubled (up 124.2%), indicating the need for stronger enforcement and more consistent penalty collection.

Foreign citizens
A similar trend is observed among foreign drivers:
• 2023: BAM 110,601.85
• 2024: BAM 138,348.85
• 2025: BAM 215,831.65

Although the amounts are significantly smaller than those for domestic drivers, the steady increase suggests either a rise in violations by foreign nationals or challenges in international fine collection.

Necessary measures and recommendations
The rising trend of unpaid fines highlights the need to:
• strengthen enforcement and collection mechanisms,
• improve the information system for tracking and managing fines,
• enhance international cooperation in fine collection, and
• conduct preventive campaigns to raise awareness about traffic safety compliance.

The total amount of unpaid fines in 2025 reached BAM 24,975,452.31, representing a serious challenge for enforcement and public revenue, and a clear signal to review the effectiveness of existing procedures.
