The Agency for Identification Documents, Registers and Data Exchange of Bosnia and Herzegovina (IDDEEA BiH) has officially opened a new Registration Authority (RA) Office in Tuzla on 28 November 2025. The office was established in cooperation with the City of Tuzla, which plays the role of a partner institution in this process. This is the first of more than 30 planned RA offices in municipalities and cities across Bosnia and Herzegovina.
The RA office in Tuzla operates on working days from 7:30 to 16:00, and the procedure for activating a qualified electronic signature is fast and completely free of charge.
“With this office, we are enabling citizens and businesses to gain faster, simpler and more secure access to qualified certificates for remote electronic signatures. Our mission is to make digital services accessible to everyone, and by opening the RA office in Tuzla, we are beginning the expansion of this network across the entire country,” said the Director of IDDEEA, prof. dr. Almir Badnjević.
“The opening of the IDDEEA Registration Authority Office in Tuzla represents an important step forward in the digital transformation of the City Administration and in improving electronic services available to citizens and businesses. With this step, the City of Tuzla reaffirms its commitment to transparent, open and responsible work focused on user needs,” stated the Mayor of Tuzla, dr. Zijad Lugavić, expressing gratitude to IDDEEA for initiating the project and choosing Tuzla as one of the first local communities to implement this service.
In the previous period, IDDEEA strengthened the certification system, completed international re-certification according to European security standards, and provided all the necessary infrastructure for the operation of RA offices. By opening the RA office in Tuzla, citizens and businesses now have access to a faster, more secure and simpler process for obtaining qualified certificates for remote e-signatures — a service that ensures reliable user identification, speeds up administrative and business procedures and reduces the need for physical presence and paperwork.
With this project, IDDEEA reaffirms its role as the leading institution in the digital transformation of Bosnia and Herzegovina, while local communities and institutions continue to serve as key partners in the implementation of its services. The City of Tuzla is positioning itself as a visible example of good practice in the digitalisation of public services at the local level.
